Statement of Faith


The Miracle Center World Outreach / Billy Burke World Outreach accepts the Holy Scriptures as the revealed will of God, the all-sufficient rule of faith and practice, and adopts the following Statement of Fundamental Truths:

What We Believe

The Holy Scriptures

We believe that the Holy Bible, the King James Version, is the inspired Word of God: true, immutable, steadfast, and unchangeable (2 Timothy 3:15-17; Hebrews 4:12; 1 Peter 1:23-25).

The Eternal Godhead

We believe that there is one God, and He is triune: Father, Son and Holy Spirit; the Three are coexistent, coeternal, and equal in divine perfection (1 John 5:7). We reject any heretical teaching that would make Jesus Christ any less than God to all mankind, Messiah to the Jewish nation, and the only Name by which man may be saved (Acts 4:12), or that would make the Scriptures any less than infallible (2 Peter 2:1, Jude 4).

We hold to the creed asserting Jesus as God’s virgin-born Son - His sinless life, atoning death and literal resurrection providing salvation for all mankind (Acts 4:12).

The Fall of Man

We believe that man, created in the image of God, by voluntary disobedience fell into the depths of sin and iniquity, bequeathing sin’s nature and consequences to all mankind, with their accompanying loss of intended meaning and purpose (Genesis 1:27; Romans 5:12).

The Existence of Satan

We believe in the existence of Satan, and his present control over unregenerate man. A believer cannot be possessed in his spirit, but can be oppressed in his body and soul (1 Peter 5:8).

The Plan of Redemption

We believe that while we were yet sinners Christ died for us, and took our place, and through His atoning death, bodily resurrection and His ascension to the right hand of the Father, His life’s blood purchased the pardon, and washes all sin, for all who believe in Him (John 3:16; Titus 2:14; Romans 5:8).

Salvation Through Grace

We believe that salvation is wholly an act of God’s grace through faith to each individual. This faith must be placed fully in the Person of Jesus Christ and His finished work at the cross of Calvary. It is only through that finished work at the cross that righteousness is imputed to each believing person. (Ephesians 2:8-9).

Repentance and Acceptance

We believe that, upon sincere repentance, followed by a confession of whole-hearted acceptance of Christ, we are justified before God through Jesus’ sacrificial death (Romans 10:6-10; 1 John 1:9).

The New Birth

We believe that the change that takes place in people at conversion is a very real one; that having received righteousness in Christ and having received of His Spirit, people will have new desires, interests, and pursuits in life (2 Corinthians 5:17; Galatians 2:20, John 3:3, Titus 3:5).

Baptism in the Holy Spirit

We believe that the baptism in the Holy Spirit empowers believers to exalt Jesus and to serve Him with any and all God-given talents, abilities and graces so that we would be His witnesses in the earth by which all men may see the weakness of man overpowered by God to bring about His perfect plan, to be witnesses of God’s saving grace.

We believe in a second experience with the Holy Ghost through the baptism in the Holy Ghost which empowers the believer to be a witness for the Lord and gives the believer the capacity to expand their prayer language in other tongues. (Acts 1: 5; Acts 8; 2:4).

The Gifts and Fruit of the Spirit

We believe that the Holy Spirit bestows enabling ministry gifts upon believers, and that these gifts will build up the Body of Christ through edification and evangelism (1 Corinthians 12:1-11). As evidence of a Spirit-filled life, believers should show spiritual “fruit”: love, joy, peace, long-suffering, gentleness, goodness, faithfulness, meekness, temperance (Galatians 5:22-25).

The Spirit-Filled Life

We believe that it is the will of God that believers walk in the Spirit moment by moment, serving the Lord and living lives of patience, love, truth, sincerity, and prayer, as His grace empowers us. (Ephesians 4:30-32; Galatians 5:16).


We believe that Heaven is a real place and that there are different levels in Heaven and according to Scripture, God resides in the Third Heaven but is not therein limited, due to His omnipresence, which allows Him to be everywhere at once, even on the inside of those who accept Him as their Lord and Savior. 

At one point in time, in the future, Heaven will be emptied and the new earth will become their future habitation. (John 14:1-3; Revelation 21:1-3, 22-24).

The Rapture

We believe in the resurrection of those who have fallen asleep in Christ and that their translation, or rapture, together with those who are alive and remain unto the Lord, is a real occurrence of which the timing of this event is in His sovereign plans. We firmly believe that it could occur before the first seven years of the tribulation, which is commonly known as Pre-Trib, or at any time up until midway into the tribulation period, commonly known as Mid-Trib. We also firmly believe that the final three and a half years, known as the wrath of God, is not in His design for the church, and therefore hold to the belief that by that by that time, the church of Jesus Christ will have been removed (1 Thessalonians 4:16; Romans 6-23; Titus 2:13; 1 Corinthians 15:51-52).

The Second Coming of Christ

We believe that the second coming of Christ is personal and imminent; in the certainty of His coming and the fact that no man knows the hour of His coming prompt our evangelistic efforts; that the Lord Himself will descend from Heaven and the dead in Christ shall rise, and the redeemed will be caught up to meet the Lord in the air (Matthew 24:36, 42, 44; 1 Thessalonians 4:16, 17).

The Millennial Reign of Jesus Christ

We believe that the revelation of the Lord Jesus Christ from heaven, the salvation of the nation Israel, and the millennial reign of Christ on the earth are Scriptural promises and our hope. We believe this thousand year reign is a literal time period of one thousand years, following the Battle of Armageddon, where Jesus Christ will rule with a rod of iron, and where satan will be bound for these thousand years.

Where the Scriptures teach that the lion will lie down with the lamb (Isaiah 11:6; 2 Thessalonians 1:7; Revelation 19:11-16; Romans 11:25; Revelation 20:1-7).

The New Heavens and New Earth

We believe, as promised in the Scriptures, the coming of a new heavens and a new earth wherein righteousness dwells. (2 Peter 3:13; Revelation 21:1).


We believe that all shall stand before the judgment seat of Christ: the redeemed to be delivered unto everlasting life, and the unrepentant unto everlasting punishment (Revelation 20:11, 12; 2 Corinthians 5:10).

The Lake of Fire

We believe that the devil and his angels, the beast and the false prophet, and whosoever is not found written in the Lamb’s Book of Life shall be consigned to everlasting punishment in the lake which burns fire and brimstone, which is the second death. (Revelation 19:20; Revelation 20:10-15).


We believe that hell is a place of darkness, deepest sorrow, and unquenchable fire, and eternal separation from God which was not prepared for man but for the devil and his angels; yet it will become the place of eternal separation from God for all who reject Christ as Savior (Matthew 13: 41-42; Revelation 20:10-15).

Church Relationship

We believe that it is our sacred duty to identify ourselves with a congregation of believers of like-minded faith in Christ, with whom we can worship God, observe the ordinances of Christ, exhort and support one another, labor for the salvation of others, and work together to advance the Lord’s Kingdom on earth. (Acts 16:5; Hebrews 10:24).

Global Evangelism

We prioritize the apostolic conviction of soul winning,(2 Corinthians 5:14-15); being constrained by the love of Christ knowing eternal souls are at risk, and commissioned by the grace of God since all who believe may be saved. We are constant to our founding call to worldwide, interdenominational evangelism, proclaiming to all that Jesus Christ is the Savior, Baptizer with the Holy Spirit, Healer, and Soon-Coming King (Acts 20:27; Joel 2:32), and that Jesus Christ is the only way, truth and the life, to the Father.

This mission also entails making disciples of all nations, and bringing all people into the knowledge of the Truth (James 5:20; Mark 16:15; 1 Timothy 2:5).

Divine Healing

We believe that divine healing is rooted in the very nature of God and is further revealed in the scourging of Jesus Christ at Calvary when he took stripes across His back (Isaiah 53:5), “…and with His stripes we are healed.” Divine healing we believe is manifested through prayer, the gifts of the Spirit, laying on of hands, and is released through the faith of each individual (Matthew 9:29) as well as the sovereignty of God (Mark 16: 17-18; James 5:14-16; 3 John 2). We acknowledge that divine healing can be instant or gradual over a period of time. We also recognize that divine healing may be a pure act of God to the individual, or through means of medicine, doctors, surgery or other medical means.

God-Given Wisdom for Health

We believe the Bible clearly teaches and endorses doctors, medicines, surgeries, nutritional supplements, therapies and rehabilitation practices that enhance the quality of life. The natural arm of medicine and the supernatural arm of a sovereign God are in direct compliance with one another (Jeremiah 8:22; Luke 5:31; Luke 10:34).

Tithing and Offerings

We believe that tithing and offerings are ordained of God to sustain His ministry, spread the Gospel, and release personal blessing (Malachi 3:10; 1 Corinthians 16: 1-2, Genesis 14:17-20; John 8:39).

Ministry and Distribution

We believe that the Bible teaches that tithes and offerings presented to the church assist in providing for the sustenance of those men and women of God performing sacerdotal functions at the church (Numbers 18:21) as in the Levitical/Melchizedek orders (I Corinthians 9:13-14).

Biblical Prosperity

We believe the Bible clearly teaches and endorses individual financial prosperity according to the faith of each individual (Matthew 9:22; 3 John 2; Deuteronomy 8:18; Psalm 35:27; Joshua 1:7).

We concur that Bible prosperity includes the full scope of a believer’s life; health, family, relationships, as well as financial blessing.

Christ-Centered Worship

We prioritize joyous worship, honoring the Father, Son and Holy Spirit, with our singing, clapping, musical instruments, drama, and all of the arts as created by God and directed by the Holy Spirit, as we exalt our Lord Jesus Christ (Romans 11:36; Romans12:1-2; Hebrews 13:15; 1 Corinthians 14:40).

Christ-Centered Preaching/Teaching

We focus on a Christ-honoring, grace-based salvation preaching, and full Gospel teaching ministry rooted in the authority of God’s eternal Word: the Holy Bible (2 Timothy 3:16).

Spirit-Filled Discipleship

We prioritize the apostolic plan for discipleship (Acts 8:14-17; 19:1-6), calling believers to decisively be open to the Holy Spirit’s fullness and fruit.

We acknowledge the distinct and ongoing gift-giving ministry of the Holy Spirit and instruct in how to minister in His power to Christ’s glory (1 Corinthians 12-14).

We pursue faith-filled prayer, intercession and spiritual warfare with Holy Spirit enabled power and discernment (Ephesians 6:10-20; 1 Timothy 2:1-6).

Daily Christian Life and Scriptural Conduct

We believe that it is the will of God that those who have been born again grow in sanctification, become partakers of His holiness, and daily grow stronger in the faith, and in power, prayer, love, and service (2 Corinthians 7:1; 2 Peter 1:3-4). We affirm our intention of holding up Biblical standards against all forms of worldliness (1 John 2:15-17).

Through the Scriptures, believers are warned against participation in activity which defiles the body or corrupts the mind and spirit (Romans 1: 21-32; Ephesians 5:3-11), the inordinate love of, or preoccupation with pleasures, position or possessions which lead to their misuse, manifestation of extreme behavior, unbecoming speech (1 Timothy 6:3-5), or inappropriate appearance and any fascination or association which lessens one’s affections for spiritual things (Romans 8: 5-8; Romans 12:1-2; 2 Corinthians 6:14-18; 1 Timothy 2:8-10; 1 Timothy 4:12; James 4:4; James 4:11; Titus 2:12). We are to flee evil and pursue righteousness (Romans 6:13; 1 Timothy 6:11) and avoid that which prevents us from inheriting the kingdom of God (Galatians 5:19-21; 1 Corinthians 5:9-13; 1 Timothy 1:10; Hebrews 13:4).
